hello bro, this could mostly be app and cache specific problem. usually restarting the iPhone or reinstalling the app helps to fix it. But you have already tried and still not fixed. my suggestion here is to update iOS and see if that helps or not.
By any chance you are using manual DNS entries with your wifi connection? is the youtube app working in mobile data?
