Once turn off apple intelligence and restart iPhone bro. then turn it ON. stay connected in wifi connection and check in few minutes apple intelligence is downloading or not.
Do force restart once and then enable the Apple intelligence from settings.
Force restart:
- Press and release volume up button
- Press and release volume down button
- Then press and hold the power button until the Apple logo appears.

Looks like some more bugs affecting in your case bro. Kindly wait, iOS 18.2.1 is expected this week or next week. then its possible to get this bug fixed.
Right now you have tried other troubleshooting steps and taking backup then performing iOS Restore is recommended to see this issue fixed, but new update is coming very soon. so we could wait and see if that helps or not.
