Hi bro, with mobile data or hotspot we move from one place to other, so it could cause packet loss resulting in corrupt downloads. thats why apple is forcing to use wifi stable good speed connection.
So try connecting to any wifi network and check after downloading the apple intelligence files as suggested in the video bro. same for clean up tool inside photo app. then it will work normally.
