As you already restarted and done all settings reset, it is must to check with the SIM card. if you are using older SIM Card, like 2+ years older physical SIM, then consider changing it to new SIM Card by visiting the netwokr showroom. sometimes, it could be problem with the SIM and network in particular area.
Since when you are facing this call disconnect problem? just today or for past one week? and when you updated iOS 16.5?

Facing issue for the past 10 days even before updating to 16.5
If you have tried above suggested troubleshooting steps and still facing the problem, then you can visit apple service center once bro. they will check the phone in person and fix it.

Issue not resolved even after changing the new sim
Problem must be in iOS bro. it is recommended to do iOS restore once to fix any software related problem. no other users reported similar problem so far after updating to iOS 16.5. even if its some settings change, then performing all settings reset normally fixes it. as you have done it already, consider doing iOS Restore once. that will help.
