hi bro, for app development iPads are not recommended bro. Mac is must have as you have to run xCode to develop an application. You can run simulation of the apps within xcode itself. to learn and develop apps mac will be good choice bro. Macbook Air or Macbook Pro model based on budget.
If you like to setup desktop environment, then you may consider Mac mini too.

SE 4th generation release date expected by March 2025 bro. as per leaks so far. if you have a phone to use now then getting SE 3 is not a good idea. SE 4 most likely to follow iPhone 14 model design and most of its features.
