hi, if you are planning to download the photos, videos to your iPhone, when you turn off icloud photos sync feature you will see an option to download all the content in original quality before turning it off.
You can do it that way or open icloud in computer and access photos app to download photos. if you are using computer then make sure to do the download batch by batch. like 200 photos at a time to prevent any download issue.
Make sure the wifi connection is faster while doing the download in iPhone or using a computer to avoid any data loss.
There in not popup about download all the content in original quality.
