I have got iPad air 3rd generation when I make call
I get notification
“ your iPhone must be signed in with same Apple ID for FaceTime & iCloud to make calls from iPad”
Pl explain by steps

Hi bro, even with Cellular model iPad we cannot make calls using the SIM number. only facetime, skype, google hangout type of Calls are possible. Reason is, the SIM we put inside iPad is used only for Cellular Data services. that SIM wont be registered as inserted in mobile phone.
If we logged in with same apple id on our iPhone and iPad, then we can enable messages, facetime to sync and use the phone calls we receive in our iPhone. We can make calls using the iPhone cellular service from Facetime App or from the number in messages app.
iPhone should be nearby to iPad to use that service.
That is one important reason, why WhatsApp is still not available on iPad. as the iPad Cellular feature cannot be used for calls and messages. I hope it helps to understand.
