Hi bro, iCloud storage purchase have to be done based on how much storage you have currently consumed on your iPhone Storage. Based on that choose an icloud tariff.
You dont have to take backup locally after starting to use icloud backup. If you use iCloud Photos sync then it takes all the photos data and stores them on your icloud account.
But if you also use iCloud Backup feature, then it again takes entire iPhone backup that includes photos copy as well.
iCloud Photos sync feature still keeps a copy in your iPhone and if you delete any photo or video, it will be updated on icloud photos too. the purpose of icloud photos sync feature is to make the same photos available on other devices using icloud photos app.
So if you want to save space on your iPhone Storage after uploading all photos high quality to icloud storage, you can turn on “optimise storage” option. that will prevent storing high quality files on iPhone and stores only compressed files to save space on iPhone Storage.
