Some setting is preventing the download to happen bro. Is the device provided by company or any profiles installed to use specific apps? do check once in settings - general - VPN & Device management. do you see any profiles there?

Go to settings - screentime - content and restrictions. turn it off then restart iPhone once. Then check apple intelligence is working normally or not bro.

everything correctly configured bro. go to app library and search once for image playground. see if it shows up or not.
this is so unique, so far no other users experienced similar issue bro.
Some specific setting is causing the issue preventing you from accessing image playground. Once check settings - general - software update and see if any pending update bro. expecting 18.2.1 with bug fixes very soon. so if there is no pending update for you, then do update right away too bro.
we have to wait in this case to figure out after next update.
