Is this normal? 99 percentage at 42 cycle count?

Hi bro, it is normal dont worry. whenever we keep the Phone ON and inserted SIM card, it will start to use the battery power. we will see 2.5 years time to reach that 80% battery health. follow the charging practice and over period of months it will be maintained.
You can use the device as you need without worries.
