About the github usage in screentime, it could be due to some widget or apps running in the background that uses certain API features. do you have any realtime status updating widget active on lock screen or home screen?

Try this bro. Go to settings - safari - clear webhistory and data. Monitor for next 12 hours and check whether github is still using it or not. share me the screenshot too.
