Hi, Yes bro the base model is sufficient to learn video editing. 512GB SSD is good choice to get better read and write speeds.
When we use more transitions, effects and several 4K footage editing we see some stutters and lags. But mac can handle even 4K editing very well with moderate size projects.
For a beginner it shouldnt be a problem for next few years usage. go for it.
