is it worth buy Macbook pro 2017 15-inch in 2023 for software development?

It depends on which software you normally use for development. 2017 Macbook Pro 15 inch model is capable of running several programming apps and developers using it without much issues. It has good SSD Read and Write Speeds, and is suitable very well for beginners. But getting M1 series models is always wise choice in 2023 to use for another few years bro.
Intel Processor machines are capable, but if budget allows, you may consider M1 Macbook Pro models. Otherwise get 2017 Macbook Pro model.
I have one more question to ask, you are beginner into development or already working on certain platform?

Python developers are using both Intel and M1 machines. Is M1 Pro models fit your budget? Getting 512GB minimum storage will be good idea if you are planning for 13 inch Macbook Pro M1 processor model. As a basic thing, getting 16GB RAM also works well for multi tasking purposes.
